A BOC-3 is a federal document made in the United States that names agents who can receive legal process. It mostly applies to people or businesses in the logistics and transportation sectors, and it is frequently necessary before certain federal operating rights may be granted in the United States.
Owners of motor carriers are not permitted to submit a BOC-3. The request must be submitted electronically and may only be made by the process agent. The BOC-3 form can be submitted on paper if you are a freight forwarder or broker without a commercial vehicle.
The term "blanket of coverage" (BOC) refers to the practice of designating a person or company in each of the 50 US states to receive and transmit legal papers. Process service organizations are independent businesses that may approve BOC-3 filings. A BOC-3 may only be issued by process service companies that are federally registered with the FMCSA and that employ or lease personnel from inside each state.
BOC-3 filings are generally consistent, but the process agents' firmswill differ. Others provide further services like DOT safety compliance, consulting, or a variety of other materials and information in addition to performing the BOC-3. Some people only perform the BOC-3.
A process agent for a trucking firm must acquire permission to work from the Federal Motor Carrier Safety Administration, the agency in charge of overseeing the trucking sector in the United States, as part of a federal filing known as the Designation of Agents for Service of Process. The authorized agent assists the business in submitting Form BOC-3 to the FMCSA.
