Starting January 1, 2023, there will be a new fee to use Connecticut's highways. For the privilege of driving, or causing to be operated, certain large, multi-unit motor vehicles on any highway (i.e., public road) in Connecticut, certain carriers will be required to pay a Highway Use Fee beginning January 1, 2023. For calendar months that start on or after January 1, 2023, the Highway Use Fee will be imposed. The first Highway Use Fee Return must be submitted by February 28th, 2023.
Whoever operates or causes to be operated on any highway in this state an eligible motor vehicle is subject to the provisions of this law. A Highway Use Fee Permit is required for any vehicle with a gross weight of 26,000 pounds or more and a classification between Classes 8 and Class 13, inclusive, under the Federal Highway Administration's vehicle classification system.

By January 1, 2023, DRS registration for the Highway Use Fee will be mandatory for certain carriers. A Highway Use Fee Permit may be obtained after registration.
In order to pay the Connecticut highway usage tax, we must report our quarterly mileage every month. Within a quarter, at the conclusion of each quarterly reporting period, you must submit your Highway Use Fee Return.
